4f2f145ab6 Update semantics of Bluetooth setting. 
The setting now enables/disables the plugin, not just contact
connections. The key agreement UI will need to be updated to change the
setting if the user agrees to use Bluetooth.

0aada89625 Reset backoff before notifying of new state. 
The new state may cause the poller to poll the
plugin. Let's avoid a race between updating and
querying the polling interval.

This can overwrite the initial state broadcast by the
rendezvous poller.
